i exported the audio only from my timeline to ac3 and the levels are much lower.
any ideas with that?

What were they averaging in FCP X on the audio meters? Where were the lowest lows, and the highest highs?

What are your audio monitor controls set to, what is your Mac's output level set to?

fcps audio is between -6 and 0. it only happens when its converted to ac3. so i convert it to a wav file and its fine then i use that in encore.

AC3 stereo or 5.1? That can happen if you export as 5.1. But if WAV is working for you, then that works. AC3 is going to have more compression, so less dynamic range than AIFF or WAV uncompressed.
