What you posted is actually called an Academy Leader, the more modern version with a 2 pop is a SMPTE Leader. The 2-pop is the 1 frame of 1k tone that hits on the "2" which is 2 seconds before the first frame of picture. I am old.

Client wants to export based on file size
If you create an H.264 Mov it states in the compressor options that you can set a bit rate limit (using the Restrict to" option)

Motion 5 exporting to FCPX - video not showing...?!?!? Testing now, and mine is bringing the video over with it just fine.
Go back into this template in Motion, select the Drop Zone layer, F4 to it's settings, and verify the "Source Media" well is populated with your video file.
