This freezes the outgoing clip, or the incoming clip or both. Use the duration and position of the transition on the timeline to choose which frame is frozen and for how long.



It can also work as an effect that momentarily freezes clips if applied to a through edit:

This reminds me of an effect they're doing on the World Poker Tour TV show, where they show someone who has busted out of the tournament, they go from regular video to freeze frame on him, then tint that in conjunction with a dramatic musical change. I think they also maybe blur the BG to isolate the subject a bit more. I've seen some opening movie title sequences where they not only freeze the video, they cut the guy out & do a 3D effect with the BG changing or moving away, as he moves towards us. It's very dramatic. Probably AE, but Ben would know how to do it in Motion.
