The docs say SHIFT+I jumps the skimmer to the start of the range selection, and repeating it goes to the start of the previous range selection. This works as stated. In a browser clip with multiple ranges, each press of SHIFT+I jumps to the start of the previous range selection.

SHIFT+O is supposed to do the opposite: go to the end of the range selection and repeating it should go to the end of the next range selection. This does not work -- it only goes to the end of the current range selection. In a clip with multiple ranges, it seems impossible to navigate forward between them using the keyboard, only backward.

Has anyone else observed this?

Yes. You have to step forward one frame so your past the out point and then use Shift-O. No idea why one works and not the other.
