FCP has it's own flavor of XML commonly called FCPXML. XML files from other NLEs don't have the necessary information such as if a file is inside the Library or not, since they use very different paradigms. Thus, an XML from another NLE needs to be translated to FCPXML.

Resolve is the only one able to export a native FCPXML.

Thus the question, where did this XML originate from?
If it was created by FCP, then what did you specify to be include in that XML?

As you know  mxf is a container file so the codec within should be identified from the source that generate it , not all mxf can directly be imported. You could need a camera maker extension but first make sure you have the latest apple pro video component installed via system pref; if you do then more info on the origin of the mxf will important to know.
