I have material shot as an MPeg4, and I movie shot on an ipod, and i phone. All the aspect ratios differ- is there any way to sync them all up to the mpeg 4 ratio?

iPod/iPhone will have a standard aspect ratio, so you want to go with those, if you're doing some sort of industry standard required output.
Where did the MPEG4 videos come from, what where they shot on to be non-standard aspect ratio?
Create a new Sequence, be sure it is set to automatically adjust its properties to the first video clip placed inside it. Then drop one of the MPEG4 videos in it as the very first edit, poof, it is set.
The iPod/iPhone videos, you'll have to resize them larger or smaller to fit the MPEG4 video frame size, manually. Be aware this may or may not require some of the top/bottom and/or sides of those clips to be cropped off. You can select them all at one time in the Timeline, and in the Inspector, change the Scale parameter to them all at one time.
